Most people wearing high-visibility vests

According to Official Guinness Records,

The most people wearing high-visibility vests is 2,136, achieved by the City of Kitakyushu (Japan), in Kitakyushu, Fukuoka, Japan, on 21 October 2016. The event was held for the purpose of bringing attention to the hard work done by local civilian crime patrols, which has resulted in a falling crime rate in a city with one of the highest in Japan. It took place at the West Japan General Exhibition Center.
