According to Official Guinness Records,

The most patents credited as inventor is 11,353, achieved by Shunpei Yamazaki (Japan), as of 30 June 2016. Shunpei Yamazaki is president of Semiconductor Energy Laboratory Co. Ltd. The patents are held in 10 different countries and Europe. All 11,353 patents have been reviewed by 5 specialist witnesses and the total number has been confirmed on 8 September 2016.
