According to Official Guinness Records,

The most Rugby Union World Cup wins is three and was achieved by New Zealand in 1987, 2011 and 2015.The All Blacks beat Australia in the 2015 final, with both teams having won two previous championships. New Zealand became the first side to retain the Webb Ellis Cup. The final was also the highest-scoring final in terms of aggregate score: New Zealand won 34–17, breaking the record of Australia and France, who played out a 35–12 final in 1991 – which the Wallabies won. Australia equalled their undesirable record of scoring the most points in a losing effort in the Rugby World Cup Final. In 2003, they also scored 17 points – only to lose 20–17 after extra time to England.
