According to Official Guinness Records,

The most people simultaneously rolling car tyres (tires) is 323 participants and was achieved by Koyu Group (Japan) at Maishima Sports Island, in Osaka, Osaka, Japan, on 28 November 2015. The record attempt took place during a trip organised for the employees of Koyu Group.
