According to Official Guinness Records,

The largest collection of bagpipes belongs to Daniel Fleming (UK) and consists of 105 bagpipes as of 24 October 2013, in Cleethorpes, Lincolnshire, UK, on 24 October 2013.
Daniel Fleming started his collection at the age of 10 in 1973. Each bagpipe in the collection is playable.
