According to Official Guinness Records,

The fastest time to hang up five T-shirts is 27.93 seconds, achieved by Kaito Koizumi (Japan) at Tokyo Midtown, in Minato, Tokyo, Japan, on 6 May 2015. This was achieved on the last day of the Tokyo Midtown event.
