According to Official Guinness Records,

The most people to sign up to donate blood in 8 hours - multiple venues is 3,034 achieved by India Red Cross and Rotary International District 3190 (both India), in Bangalore, India on 4 August 2016. All participants were directed to local blood banks where they could donate blood after signing up at the event.
