According to Official Guinness Records,

The most people simultaneously throwing napkins is 1,370, achieved by Philips Japan (Japan) at Maihama Amphitheater in Maihama, Chiba, Japan, on 20 February 2018.Participants were employees from the various branches of Philips Japan from around the country. The challenge was the finale for their first annual kickoff meeting.
