According to Official Guinness Records,

The most inverted flat spins performed in an aircraft is 98 and was achieved by Spencer H. Suderman (USA) at Yuma International Airport/MCAS Yuma, Arizona, USA on 20 March 2016. Spencer is a certified aerobatics pilot. With this achievement, Spencer broke his own record of 81 inverted flat spins.
