According to Official Guinness Records,

The largest human image of a ship wheel is 2,275 participants, achieved by Associated Marine Officers and Seamen's Union of the Philippines (Philippines), in Manila, Philippines, on 11 November 2015. The attempt took place in the MOA Arena Grounds.
