According to Official Guinness Records,

The tallest staircase built in Minecraft in one minute on a tablet is 29 steps and was achieved by Lestat Wade (USA) at Minefaire in Philadelphia, Pennsylvania, USA, on 15 October 2016.In order to qualify as a proper staircase, it must be possible for the player to walk up all of the steps without jumping.
