According to Official Guinness Records,

The most underpants pulled on in one minute is 36 and and was achieved by Sheena Reyes (Australia) on the set of Seven Network's breakfast television programme Sunrise in Sydney, Australia, on 28 July 2011. This record was equalled by Cherry Yoshitake (Japan) at Oasis 21, in Nagoya, Aichi, Japan, on 13 October 2014.
