According to Official Guinness Records,

The most toots of a party blower in one minute is 97 and was achieved by Stephen Kish (UK) on the set of Officially Amazing at RAF Bentwaters, UK, on 30 June 2015. The record was also attempted by fellow competitors Mr Cherry and Raymond Butler, who completed 86 and 52 toots, respectively.
