According to Official Guinness Records,

The most people wearing paper crowns is 2,261 people, achieved at an event organised by A. Uday Kumar Kanna and Aekkala Sarojini Beerappa Charitable Trust (both India) in Hyderabad, Telangana, India, on 22 June 2018.This is the sixth successful attempt at this record.
