According to Official Guinness Records,

The most people washing their hands in multiple locations was 1,276,425, in an event organised by the Department of Panchayat and Rural Development, Government of Madhya Pradesh (India) at multiple venues across Madhya Pradesh, India, on 15 October 2014.The attempt took place at over 13,196 locations across the 51 districts of Madhya Pradesh.
