According to Official Guinness Records,

The most people throwing Wellington boots simultaneously is 636 and was achieved by The Carmarthenshire 2017 RWAS Feature County (UK) in Llanarthney, UK, on 1 May 2017. Each year a different county in Wales fundraises for the Royal Welsh Show and in 2017 it was the turn of Carmarthenshire. The chairman of the local fundraising committee, Meirion Owen, had the idea of doing a record attempt during the annual Llanarthney Village Hall May Day Fair.
