According to Official Guinness Records,

The most people sanitising their hands simultaneously is 7,675 at an event organised by Saint Gurmeet Ram Rahim Singh Ji Insan and Shah Satnam Ji Green S Welfare Force Wing (both India) at SMG Sports Complex in Dera Sacha Sauda Sirsa, Haryana, India, on 23 September 2012.
This record was organised to promote a hygiene and sanitation drive across several Indian cities.
