According to Official Guinness Records,

The most people making heart-shaped hand gestures is 7,232 and was achieved by Nanjing Joymain Sci&Tech Development Co., Ltd. (China) at Wuhan Gymnasium in Wuhan, China, on 21 October 2016. The event was a multi-day internal employee celebration and professional development training conference for it's Wuhan employees. Company spirit was high and many performances were held throughout the day.
