According to Official Guinness Records,

The most people making dove hand gestures is 657, achieved by West Japan Construction-related Owners Association and Kinki Union council of Ready-mixed concrete Staff (both Japan) at Intex Osaka, in Osaka, Osaka, Japan, on 9 September 2018.The attempt was held during a family festival held by the challengers.
