According to Official Guinness Records,

The most people making bubbles with garland wands simultaneously is 317 and was organized by Dr Zigs Extraordinary Bubbles (UK) at Caernarfon Castle in Wales, UK, on 23 September 2018.A garland wand is a type of bubble wand comprising two handles, a length of string and a series of small looplets that produce multiple small bubbles from a single dip. The wands and bubble solution were distributed on the day to visitors to Caernarfon Castle by "bubbleologist" Dr Zigs (aka Paola Dyboski-Bryant), who hosted the record attempt as part of the Bubble Daze 5 bubble festival.
