According to Official Guinness Records,

The player with the most penalty minutes in NHL history is Dave "Tiger" Williams (Canada) with 3,966, in 17 seasons between 1971 and 1988, playing for the Toronto Maple Leafs, Vancouver Canucks, Detroit Red Wings, Los Angeles Kings and the now defunct Hartford Whalers.
