According to Official Guinness Records,

The most functional gadgets in a cosplay suit is 23, in a Batman suit created by Julian Checkley (UK), demonstrated in Galway, Ireland, on 1 November 2015. Examples include: a fireball launcher, tracking device, smoke bombs, and Batman's signature grapnel gun.
