Most civilian awards

According to Official Guinness Records,

The most civilian awards received is 72 and was achieved by Tsunejiro Koga (Japan) from 7 November 1982 to 30 September 2015, as verified in Tokyo, Japan, on 23 February 2016. Mr. Koga has received 4 more civilian awards (Konju housyou) issued by Japanese prime minister honoring him for donating significant amount of private fortune to public welfare since last attempt with 68 civilian awards. This is his 3rd time to break the record.
