According to Official Guinness Records,

The most basketball headers while spinning two basketballs is 40 and was achieved by Tommy Baker (UK) at the NBA All-Star Jam Session in Phoenix, Arizona, USA, on 16 February 2009.
Tommy Baker is an internationally recognised basketball freestyler. The "headers" were actual bounces of the ball on his head. He did not try to put a ball through the hoop with his head.
