According to Official Guinness Records,

The longest duration balancing a tyre on the teeth is 31 seconds and was achieved by Frank Simon (USA) on the set of Zheng Da Zong Yi - Guinness World Records Special in Beijing, China, on 21 June 2009. The tyre must weigh at least 50 kg (110 lb).
