According to Official Guinness Records,

The largest gathering of people wearing conical party hats is 621, achieved by Nina Gunson and the Wakefield Girls' High School (both UK) in Wakefield, United Kingdom, on 29 January 2018.The attempt was part of the school’s 'wellbeing week' where they promote mental health awareness. They also raised funds through the attempt for YoungMinds, a UK- based charity championing the wellbeing and mental health of young people.
