According to Official Guinness Records,

The first ever game of footbag golf was organized by John Stalberger (USA) and played in August 1982 at Delta Park, Portand, Oregon, USA.
The object of the game is to complete a pre-determined course by kicking a footbag in the fewest number of kicks.
