According to Official Guinness Records,

The fastest time to put up a billboard is 55 minutes 12 seconds and was achieved by Steve Jones (UK) on the set of Guinness World Records Smashed in London, UK, on 18 March 2009 Steve went head to head with Konnie Huq (UK). After Steve finished, Konnie gave up and did not complete her own billboard.
