According to Official Guinness Records,

The fastest time to create a 15 book pyramid using one hand is 16.72 seconds and was achieved by Fan Dongfang (China) at the GWRLIVE! event at Beijing International Book Fair 2016 in Beijing, China, on 27 August 2016.The attempt took place at the 23rd Beijing International Book Fair.
