According to Official Guinness Records,

The fastest time to climb and descend 40 steps on the hands is 31.7 seconds and was achieved by Fan Congcong (China) on the set of CCTV - Guinness World Records Special in Beijing, China on 14 January 2016. Fan Congcong is a member of the China SWAT Police.
