According to Official Guinness Records,

The fastest time to climb 20 stairs by a dog on hind legs is 7.47 seconds and was achieved by Arsenal and his owner Xu Ligang (China) on the set of CCTV - Guinness World Records Special in Beijing, China on 9 January 2016.Arsenal more than halved the previous record during his attempt. This was all the more impressive as his owners had driven him all the way from Shanghai to Beijing to take part in the show just a few days before.
