According to Official Guinness Records,

The greatest speed ever reached in a manned balloon is 322.25 km/h (200.23 mph), achieved by Steve Fossett (USA) in Bud Light Spirit of Freedom on 1 July 2002, during his successful solo circumnavigation of the world.
