According to Official Guinness Records,

The fastest 100 m run with a football balanced on the head was 18.53 sec by Daniel Cutting (UK) at Stadium MK in Milton Keynes, UK, on 26 February 2011. Cutting achieved the record during halftime of a match between MK Dons F.C. and Brighton and Hove Albion Athletic F.C.
