According to Official Guinness Records,

The fastest men’s cycling 4 km team pursuit is 3 minutes 49.804 seconds, achieved by the Australian team of Leigh Howard, Sam Welsford, Kelland O’Brien and Alex Porter on 5 April 2018 at the Commonwealth Games in Gold Coast, Queensland, Australia. They beat rivals England by almost six seconds in the gold medal race.
